Hagedorn Psychiatric Hospital Board of Trustees urging New Jersey legislators to postpone closure

The board wants the state to appoint a special bipartisan task force to explore what it called the adverse effects the closing will have on the state psychiatric population.

hagedorn hospital protestKathy Kane, of Asbury, a human resources technician at Sen. Garrett W. Hagedorn Psychiatric Hospital, left, and other members of AFSCME Local 2212 protest the planned closing of the facility as they gather in May along Route 31 in Lebanon Township, near Hampton.
This morning the Sen. Garrett W. Hagedorn Psychiatric Hospital Board of Trustees held an emergency board meeting to discuss the impending closure of the hospital next June.

Hagedorn is one of two state-run hospitals being shuttered to help close a $10.7 billion state deficit. Vineland Developmental Center-West Campus in Vineland, N.J., is also being closed to save the state about $160,000, according to the governor's budget summary.

The board of trustees this morning called on state legislators to appoint a special bi-partisan task force to explore the "adverse effects" the closing will have on the state psychiatric population. The board also asserted the closure really isn't going to save the state any money because it is such a well run hospital.

The proposed closing of the 310-bed Lebanon Township hospital, which primarily houses elderly patients, has drawn criticism from mental health advocates, families of patients and hospital staff. The groups have raised concerns about where the patients will be transferred and whether many are ready for community placement.

Employees and patient family members echoed those concerns during the public portion of the hearing repeatedly speaking in favor of keeping the hospital open.

Hagedorn Psychiatric Hospital to remain open as part of budget compromise reached in Trenton

Gov. Chris Christie and lawmakers are finalizing a state budget that makes small changes to the $29.3 billion state budget proposed in March.

The New Jersey state budget is being finalized in Trenton today and will be very similar to the $29.3 billion proposal outlined by Gov. Chris Christie in March.

One of a handful of changes hammered out with lawmakers will keep Hunterdon County's Hagedorn Psychiatric Hospital open, according to a report from the Newark Star-Ledger.

This decision comes on the heels of protests and legislation co-sponsored by New Jersey state Sen. Michael Doherty calling for a task force to review the state's mental health needs.
"This is happening way too fast without enough review," Doherty said upon introducing Senate bill 2069. "We need a more deliberative process here."
Citing four officials who spoke on the condition of anonymity in advance of a formal announcement, The Star-Ledger identified the following other changes to the proposed state budget:
  • Keeping in place the Bergen County "blue laws" that forbid Sunday shopping in that county.

  • More funding for welfare, adult medical day care, home-care services, education services for the blind, and various other programs for vulnerable residents.

  • More funding for NJ STARS scholarships, the NJ After 3 program, and tuition assistance grants.

  • Maintaining the State Commission of Investigation, a watchdog agency Christie had sought to merge into the state comptroller's office.

  • Funding for cultural sites including the Battleship New Jersey and the Newark Museum.

  • More funding for projects in Urban Enterprise Zones.
Senator Richard J. Codey, D-Essex, lauded the decision to continue services at Hagedorn in a press release:
“I would like to thank Governor Christie, State Senator Mike Doherty, and all of the advocates who fought so hard to make sure that services for the mentally ill would continue at Hagedorn.  Even though we’re facing one of the toughest budgets on record, with the restoration of the Hagedorn operating funds, we’re making a statement that we won’t balance our budget without consideration of our most vulnerable residents. The compromise to keep Hagedorn open represents a win for the patients, and is a testament to the excellent level of services provided at the hospital.”

Alexandria Township man convicted of sexually abusing child

Jerry P. Bush, 53, assaulted the victim, who was younger than 13, from 2003 to 2005.

An Alexandria Township man has been found guilty of sexually abusing a child over the course of two years.

The Hunterdon County Prosecutor's Office announced today that Jerry P. Bush, 53, was convicted Friday of first-degree aggravated assault, second-degree sexual assault and one count each of first- and second-degree endangering the welfare of a child during a seven-day trial before Superior Court Judge Stephen B. Rubin in Flemington.

Bush was initially charged after a relative of the victim, who was younger than 13 at the time of the assault, brought photos of the victim engaged in prohibited sexual acts to police. Authorities determined Bush took the photos, and the victim later told police that he had assaulted her between 2003 and 2005.

The jury deliberated for four hours before reaching a verdict, according to a news release. Sentencing is scheduled for October.

New comments: A bear hunt is needed, but the bears' habitat needs to be preserved

User penturner says, "Are there too many bears? Yes and we need a hunt. Are there too many houses? You bet."

0610-s-BEAR.jpgA young, 200-pound black bear sighted in a tree before it was captured.

Three bears were spotted in Clinton, N.J., last week, sparking officials to ask residents to take "bearproofing" measures around their homes.

The sightings have caused debate among lehighvalleylive.com readers. User penturner says,

"Are there too many bears? Yes and we need a hunt. Are there too many houses? You bet, but we arent going to start knocking them down and planting trees. Regardless of what people say, there are more bears and deer in this state now than there were 100 years ago. We already killed off their pretators. So we have a problem. IMHO I think we DO need a bear hunt and we DO need to stop encroaching on the forest. Anyone who lived, fished, drove or hunted in Susex county 30 years ago can attest the building is out of control."

What measures do you think are reasonable as bear sightings increase in residential areas?

Jerry P. Bush, 53, was convicted of first-degree aggravated sexual assault, second-degree sexual assault and single counts each of first- and second-degree child endangerment, authorities said.

A Hunterdon County jury on Friday convicted an Alexandria Township man of sexual assault charges, the Hunterdon County Prosecutor’s Office reports.

Jerry P. Bush, 53, was convicted of first-degree aggravated sexual assault, second-degree sexual assault and single counts each of first- and second-degree child endangerment, authorities said.

The verdicts followed a seven-day trial before Superior Court Judge Stephen B. Rubin.

Bush was initially arrested after the victim’s relative gave police photographs depicting the victim performing prohibited sexual acts.

New Jersey State Police Detective Sgt. Mark Gantner and members of Hunterdon County Prosecutor’s Office conducted the investigation.

Bush photographed the images given to police and the victim later disclosed that between 2003 and 2005, Bush engaged in acts of sexual penetration with the victim. The sexual acts occurred when the victim was younger than 13, authorities said.

The first-degree crimes carry maximum 20-year state prison sentences. Sentencing is scheduled in October.

Special Deputy Attorney General Dawn Solari represented the state. Defense attorney Louis Mangione Jr. represented Bush.

Raritan Township police and New Jersey State Police are investigating chat room postings.

Thomas Pirretti, 27, of the first block of Timberwick Drive in Raritan Township, faces charges of endangering the welfare of a child for allegedly possessing and distributing child pornography, the Hunterdon County Prosecutor's Office announces this morning.

The Raritan Township Police Department and the New Jersey State Police Internet Crimes against Children Task Force investigated information that Pirretti was allegedly posting child pornography in an Internet chat room, the prosecutor's office reports.

Pirretti was arrested June 11 on second-degree distribution and fourth-degree possession charges. His bail was set at $50,000.

The investigation is continuing, the prosecutor's office says in a news release.

Two boys aboard the ATV were riding east on the westbound shoulder of Route 173 when the truck turned into their path, police say.

Two boys are in critical condition tonight after they were ejected from an ATV that collided with a dump truck turning onto Person Road from Route 173 this afternoon in Bethlehem Township, N.J., according to New Jersey State Police at Perryville.

The juveniles were on the ATV headed east on the westbound shoulder of Route 173. Kevin J. Barry, 50, of Greenwich Township, was driving the dump truck and turned left from Route 173 East toward Person Road into the path of the ATV, police said. The crash occurred about 4 o'clock this afternoon.

The ATV hit the left fuel tank and left door of the truck. Both boys were airlifted to St. Luke's Hospital, Fountain Hill, where they were listed in critical condition, police said.

Barry was uninjured.

Adam Leroy Lane, 45, drew the life term for the murder of Darlene Ewalt. He was previously sentenced for killing Monica Massaro.

The convicted killer of 38-year-old Bloomsbury resident Monica Massaro drew a life prison sentence today for the 2007 murder of a Harrisburg area woman, authorities said.

Adam Leroy Lane, 45, drew the life term for the murder of Darlene Ewalt outside her home and a consecutive 10- to 20-year term for attacking a York County woman. He pleaded guilty to both crimes.

Prosecutors say the North Carolina man randomly attacked his victims at their homes near the highways he traveled.

He walked from the Bloomsbury truck stop off Interstate 78 into Bloomsbury on July 29, 2007, and tried to enter homes at random until he found the front door unlocked at Massaro’s residence.

Authorities said he cut Massaro’s throat, watched her die and then repeatedly stabbed her body. He drew a 50-year prison sentence in that case.

He is also serving a 25-year prison sentence for attacking a 15-year-old girl in the bedroom of her family’s home in the Boston suburbs.

The attack occurred the same day authorities found Massaro's body in the bedroom of her Main Street home in Bloomsbury.

Preliminary findings indicate alcohol was a factor in the crash, police said.

A 19-year-old township man died Sunday after his car crashed into a tree on Pulaski Road in Readington Township, police report.

Ryan W. Coleman, of the 500 block of Locust Road, was driving a 2005 Chrysler Town and Country when it veered off the road and crashed near the Glenmont Road intersection, police said.

Coleman was extricated from the car after the 11:15 p.m. crash and flown to Robert Wood Johnson University Hospital in New Brunswick, N.J. He succumbed to his injuries shortly after arriving at the hospital, police said.

Preliminary findings indicate alcohol was a factor in the crash, police said.

The Readington Township Police Department, assisted by the Hunterdon County Fatal Accident Crash Team, is conducting an investigation.

The Whitehouse Rescue Squad, the Whitehouse Fire Co. and other emergency crews responded with police.

Sens. Richard Codey and Michael Doherty proposed the task force after the threatened closure of Hagedorn Psychiatric Hospital.

Drafted in response to the threatened closure of Sen. Garrett W. Hagedorn Psychiatric Hospital in Lebanon Township, a bill creating a mental health task force gained the approval Monday of New Jersey legislators.

The state Senate and Assembly each unanimously approved Assembly Bill A2866, which would establish the State Mental Health Facilities Evaluation Task Force. Comprised of 21 members, the task force would submit its findings and recommendations in regard to state facilities to Gov. Chris Christie and the Legislature by Feb. 1.

The legislation now heads to Christie's desk for final approval. Christie and state legislators agreed last week to keep Hagedorn open.

The Senate version of the bill came out of an unlikely match between Sens. Richard Codey, D-Essex, and Michael Doherty, R-Warren/Hunterdon, the two primary sponsors of bill S2069.
"By putting a panel of experts to the task of finding cost efficiencies in the State mental health services safety net, we can be sure that we’re proceeding in a way that puts care first,” Codey said today in a statement. "New Jersey cannot take a step backwards when it comes to the quality of mental health services we provide to those in need."
The freeholders boards in Hunterdon and Warren counties have taken different paths in regard to the proposed task force.

Hunterdon County freeholders approved a resolution on June 15 that, in part, supports establishing the task force. Warren County freeholders declined last week to support the legislation.
Following Wednesday's freeholders meeting, county Freeholder Everett Chamberlain said, "I think the governor's got a very difficult job. He's trying to right a financial wreck down in Trenton and I think we have to leave politics out of it. Let him do his job."

Delaware River Joint Toll Bridge Commission catches alleged stunts on videotape.

Yes, it's been hot outside. Really hot. Blazing even. But jumping off bridges into the Delaware or Lehigh rivers isn't the best of ideas.

No. 1, you could get killed.

But, if you happen to survive, there's always the possibility of disorderly conduct charges.

The Delaware River Joint Toll Bridge Commission reported to Pennsylvania State Police in Dublin that its officers observed via videotape four New Jersey residents allegedly jumping Tuesday evening from the Bridgeton-Milford bridge -- which connects Bucks and Hunterdon counties -- into the Delaware.

Cited with disorderly conduct are:
  • Scott Phillips, 20, of Budd Lake, N.J.
  • Kevin Morgan, 21, of Budd Lake, N.J.
  • Daniel Marks, 22, of Hackettstown
  • Alison McCann, 21, of Hackettstown

New Jersey State Police Trooper Brian Polite said the incident began early Wednesday when troopers responded to a single-vehicle crash on Interstate 78 in Union Township.

An accused carjacker told police he stole a vehicle in Newark because he wanted to drive as far as possible so he could meet his mother on the moon.

New Jersey State Police Trooper Brian Polite said the incident began early Wednesday when troopers responded to a single-vehicle crash on Interstate 78 in Union Township at 5:38 a.m. Police arrived to find a damaged and abandoned red 2002 Pontiac Grand Am in the center median.

A trooper spotted a man walking away from the wreck. Larnell Stevens, 27, of Newark, told police he was hitchhiking and the driver of the car had struck him, Polite said.

Police found several warrants for Stevens' arrest and he admitted to stealing the car while being processed at the state police Perryville station. The vehicle had been reported stolen during a carjacking in Newark about an hour earlier.

Police said Stevens became belligerent and uncooperative in the Perryville station and he was charged with obstruction. He is also charged with receiving stolen property.

Stevens is being held in the Hunterdon County Jail on $35,000 bail. He will likely face a carjacking charge in Newark.
